Overview: Recommended Fare Adjustments
  • Adjust $.50 base fare Capital Metro Bus Service
    • $1 for local service (Metro, Limited, Flyer, Feeder, Crosstown & Special)
    • $2 for Express service
    • All other fares and passes would be adjusted proportionally
  • Future Rapid fare same as local service ($1.00)
  • Commuter Rail fare same as express service ($2.00)
  • Implementation of an “All Services” pass
  • Planned increases over time to achieve 20% fare recovery ratio

Why Adjust Fares Now?
  • Board of Directors seeks a fare adjustment to help assure a sustainable, cost-effective transit system that meets the future needs of a growing population
  • Fares have remained the same since 1985 while operating costs have increased
  • Capital Metro fares are the lowest in Texas and among the lowest in the country
  • Projections indicate that Capital Metro expenses will exceed revenues in the near future
  • Additional fare revenue will help Capital Metro provide more and better service in the future

How Are Fare Adjustments Approved?
  • Capital Metro seeks public input on proposed fares
    • Community forums
    • Public hearing
    • Scheduled meetings with community groups
  • Texas Transportation Code requires Capital Metro to submit proposed fares to the Local Government Approval Committee “LGAC”
  • Committee composed of eleven members
    • Five City of Austin Council members
    • Three Travis County Commissioners
    • Three Suburban City Mayors

Fare Adjustment Process Milestones
  • Fall 2006  Capital Metro staff responds to request from Board to adjust fares
  • Jul. 2007 Following financial analysis and market research, staff presents proposed adjustments to Board
  • Aug. 2007 Community Forums:
        • Aug. 23 5:30-7:30 pm -  Conley-Guerrero Senior Activity Center
        • Aug. 27 5:30-7:30 pm -  Austin Public Library, Carver Branch
        • Aug. 28 6-8 pm -  Austin Community College, Pinnacle Campus

  • Sep. 17, 2007 Public Hearing: Capital Metro Board of Directors

Potential Future Fare Adjustments
  • Adjust fares by $.10 in two years, $.15 two years later, $.10 two years later until the fare recovery ratio reaches 20% as indicated by Board

What About the Economically Disadvantaged?
  • Since 2000, Capital Metro has provided approximately $500,000 in bus passes to the community through 115 local non-profit organizations
  • While the half-price fare card is proposed to be discontinued, Capital Metro remains committed to work with charitable partners
