Call to Order: Chair Brisbin called the meeting to order at 5:00 p.m.
Ms. Julie Maloukis reported that she had taken the secretarial duties on a temporary basis until a replacement could be volunteered. Applause was provided for Ms. Maloukis' work over the past several months. Ms. Brisbin reported that since the elections for the positions were in November, that we should have a temporary secretary for September and October. Ms. Nancy Crowther volunteered for September and Ms. Judy Watford volunteered for October to take the minutes for the committee.
Ms. Brisbin reminded everyone of the Citizen Communication guidelines used within Access.
Minutes:
- The committee considered approval of the May 2006 meeting minutes. Scott Meyer made the motion to approve and Judy Watford seconded the motion. The motion passed 7-0.
FY2007 Proposed Budget -Cynthia Hernandez Ms. Cynthia Hernandez, CFO provided a detailed overview of the proposed 2007 budget. The proposed budget timelines are the Public hearing is September 18 and the adoption is voted on September 25. The FY2007 budget includes: CARTS contracting to provide services in Cedar Park and Pflugerville; 2 percent growth in ridership for STS and FRS; 6 percent increase in healthcare costs; a 15 percent increase in fuel costs; 30 percent of service being provided by taxi; 40 percent by vans and 30 percent by sedans. CARTS-Capitol Area Rural Transportation-Edna Johnson Ms. Johnson reported on the services that CARTS provides. CARTS covers 10 counties around Austin metropolitan area. Fares are determined by mileage. They provide Medicaid trips (1-877-MED-TRIP.). CARTS is providing trips from the Park and Ride at TeckRidge to Sears for employees with disabilities. Service is provided curb-to-curb and 8:30am pick-ups and 3pm returns. CARTS 478-7433 (RIDE).
Committee Reports Mr. Jerry Doran reported on the activity of the STS subcommittee that met August 29. They reviewed the report on cancellations; the need for the updating of the policies and procedures guide and the memo for the dog guide coverage in sedans. A memo will be drafted for the committee's approval in September.
Ms. Watford brought up an issue with the safety locks on the sedans. It was requested that they not be used because of safety issues for blind passengers. Mr. Villareal reported that the issue is the safety of persons who attempt to jump from the moving vehicle. A memo will be provided on this subject after future staff review.
Ms. Maloukis requested that there be an option not to ride with other animals if possible. Mr. Villareal reported that this would be an exception just as any other request that is not a standard operating procedure and would be noted by the reservation clerks, not on the IVR. The IVR is just for standard trips.
Agenda for the STS September 27th meeting is the Locking Doors and Revised policies.
Ms. Watford reported on the Rail ad hoc committee meeting held and that it was a really good meeting. She reported that the designs have been decided. The agenda for the next meeting October 6th will be on the Ticket Machines and the Marketing.
Chair report Ms. Brisbin discussed the recruitment for three members to fill the Access Committee, vacant are: Robert Raines, Ron Burseze and Linda French. There are eight applicants and they are scheduling interviews. They will report to the board the candidates recommended and the item will go before the Board in October. The term is October 1, 2006-September 30, 2008 (2007-2009 fiscal years).
Citizens Communication Mary Ward reported on concerns with the ADA service area; Diane Bomar concerns about the hold times on the phone; David Patterson had concerns about the taxi drivers and drug testing.
