MEETING MINUTES

  1. Introduction of CSAC members, staff, and visitors
  2. Approval of Minutes for October 14, 2009, November 11, 2009, December 17, 2009 and January 13, 2010 CSAC Meetings

    This item was tabled due to lack of a quorum of the Committee.

  3. Citizens Communication

    Mr. Hill discussed ServicePlan 2020 presented his concerns about riders who may not be aware their route is recommended for elimination the plan. He requested that the Committee to not recommend adoption of ServicePlan 2020 until it is read in its entirety, and additional opportunities for discussion about the Plan are made available.

    Mr. Zitch-Evanich addressed the committee regarding Austin City Council discussions on safety and mobility. He asked the committee to visit the website imagineaustin.net.

  4. MetroACCESS Update – Inez Evans

    Ms. Evans was not able to attend meeting, will be placed on next month’s agenda.

  5. ServicePlan2020 Recommendations

    Mr. Cortez reminded the Committee that this is the third time they have been presented proposed recommendations from ServicePlan2020. He reviewed the community involvement undertaken as part of the planning process and highlighted that some changes had been made to the plan based upon community input. Mr. Cortez further advised the Committee that the plan would be considered by the Capital Metro Board in February. Also, Mr. Cortez made note that every service change would have to go through a specific implementation process, and the specific recommendations of the plan are subject to continued review and revision.

    Mr. Gonzalez advised the committee that ServicePlan2020 is a framework for the future, not something that is set in stone. Mr. Patterson recommended a policy statement regarding preservation of MetroAccess service. Mr. Gonzalez told the committee it would be good to get a study performed to see what some of the ramifications would be and if certain areas could be grandfathered in.

    Mr. Hill expressed concerns to the Committee about the census data used for the Plan, the recommendation regarding route 243, and necessary improvements to Rutland Drive. Mr. Cauvin suggested recommendations regarding mitigation of service removal on certain corridors with increased pedestrian connectivity.

    The Committee discussed various recommendations for dedicated transit lanes and the need for improved wayfinding. Mr. Cortez committed to drafting a resolution based upon the Committee’s discussion and e-mailing it for the Committee’s consideration.

  6. CSAC Officer Elections

    This item was tabled due to lack of a quorum of the Committee.

  7. Report from Urban Transportation Commission – Rich MacKinnon

    Mr. MacKinnon reported on the proposed bike boulevard taxi cab reform.

  8. Report from ACCESS Committee – David Patterson

    Mr. Patterson provided a brief updated on ACCESS Committee activities.

  9. Report on Action Items – John-Michael Cortez

    No report.

  10. Discussion Regarding March Agenda Items:

    Mr. Cortez advised the Committee on planned agenda items for the March meeting.

    1. Proposed CSAC Meeting locations

    Mr. Cortez shared with the committee alternatives for meeting. Carver Library, One Texas Center, and Austin Energy building seemed to be the best options based on locations with bus routes.
