  1. Introduction of CSAC members, staff, and visitors
    CSAC Members:Jean Mather, BJ Taylor, Laura Willard, Kirk Royal, Oscar Estrada Gaytan, Roger Cauvin, Rich MacKinnon, David Patterson, Amber Gugino, Mark Sze-To
    Staff:John-Michael Cortez, Adam Perkins
    Visitors:Michael Zitz-Evanich, Lee Hill, Queen Walker, Carlos Aleman, Dave Turnquest Jr., Mike Case
  2. Approval of Minutes for March 10, 2010 and April 14, 2010 CSAC Meetings

    Motion to approve the minutes was made by Mr. MacKinnon, Mr. Cauvin seconded the motion. The minutes were approved with Mr. Royal, Mr. Patterson, and Ms. Mather abstaining.

    Mr. Royal moved to approve the April minutes, Ms. Taylor seconded the motion. The minutes were approved with Ms. Mather, Mr. Patterson, and Mr. Cauvin abstaining.

  3. Citizens Communication

    Mr. Hill discussed his concern regarding customer service.

    Mr. Cortez will request Dottie Watkins to come and talk at the next CSAC meeting about on on-time performance. Mr. Cauvin had questions on on-time performance metrics.

    Mr. Aleman discussed his concerns about complaints regarding service and busses passing up customers. He filed a complaint and has not heard back from anyone. He inquired about a policy requiring if the drivers to stop, especially with impaired customers.

    Mr. Cortez will follow-up on the policy is operators to stop for people with disabilities and announce routes.

    Ms. Gugino asked if there is a report to identify a pattern of complaints. Ms. Taylor asked about the structure for disciplining operators if they are late and the repercussions. Mr. Cortez said he would defer these questions to Dottie Watkins for the next meeting.

    Mr. Turnquest asked how he could schedule his programs in order to facilitate transportation to Parks and Recreation sites. Mr. Cortez indicated he would follow up with him on these issues.

  4. FY 2011 Budget Guidelines

    Mr. Cortez presented the Fiscal Year 2011 Budget Update.

  5. MetroRail Update

    Mr. Cortez discussed the overwhelming response for weekend MetroRail service and what CapMetro is doing to look into weekend service options. Patterson asked about the amount of subsidy required for the Saturday service.

    Ms. Willard discussed her experience riding the rail, including the desire for ticket checkers, service on the weekends and improved internet service.

  6. CSAC Officer Vacancy

    Ms. Willard nominated Kirk Royal as Chairman of CSAC. Mr. Patterson seconded the nomination. Mr. Royal was elected unanimously.

  7. Report from Urban Transportation Commission – Rich MacKinnon

    Mr. MacKinnon updated the committee on the proposed Bike Blvd.

  8. Report from ACCESS Committee – David Patterson

    Mr. Patterson told the committee that the signal locator has been down the last two to three months. He has requested for a report to show how many days the system has been down. He stated that the ACCESS committee would be very interested in the budget process. Mr. Patterson introduced a resolution to abandon the current IVR system; however, Mr. Cortez told the committee that there would be repercussions for removing this system.

    Mr. Cortez suggested taking this issue up in a June CSAC meeting.

  9. Report on Action Items – John-Michael Cortez

    Mr. Cortez updated the committee on the draft schedule for August 2010 Service and responded to an inquiry by Mr. Patterson regarding ADA “donut holes”.
