Lee Walker, Chairperson Lee Walker was appointed to the Capital Metro Board in 1997 and has continuously served as the Board’s Chairperson since then. In addition his responsibilities at Capital Metro, Walker has served as a professor in the Graduate School of Business Management and the undergraduate Plan II Honors program at the University of Texas at Austin. His civic activities include board chairmanships in several community-based and business organizations, including the Lance Armstrong Foundation, Pavilion Technologies and Westcave Preserve. Walker served as the President of Dell from 1986 to 1990.
Margaret J. Gomez, Vice Chairperson In addition to Margaret Gomez’s service as Vice-Chairperson on the Capital Metro Board, she is Travis County Commissioner, Precinct 4. Gomez is a product of the Austin Independent School District, having attended Becker Elementary, Fulmore Junior High and graduated from William B. Travis High School. She was elected Constable in 1980 over a 14-year incumbent and was re-elected in 1984, 1988 and 1991. Gomez is the first Mexican-American woman ever to serve as a Travis County Constable.
Brewster McCracken, Board Member Brewster McCracken has served on this Capital Metro Board since June 2006. He began his first term on the Austin City Council in 2003. He spearheaded an ordinance to protect the character of single-family neighborhoods, crafted commercial design standards to encourage denser, more pedestrian-friendly development along Austin's major roads. As a Capital Metro Board Member, McCracken works to merge smart land use with innovative transportation solutions. Previously, he spent 11 years practicing law, most recently with DBCS.
Mike Martinez, Board Member Mike Martinez was appointed to the board in June 2007. He resigned from a 13-year career with the Austin Fire Department to serve on the Austin City Council in May 2006. Martinez became an Austin firefighter in 1993, serving as a Drill and Ceremony team member of the Austin Fire Department's Honor Guard. A member of the Austin Firefighters Association since 1993, Mike has a long record of representing public safety professionals' interests in elections and campaigns having served as the Chair of the Austin Firefighters Association Political Action Committee from 2001-2004. In 2003, Mike was elected to represent Austin firefighters as president of the Austin Firefighters Association where he led a successful public campaign to secure collective bargaining rights for Austin firefighters.
John Trevino, Board Member John Trevino has served on the Capital Metro Board since 1997. He is the HUB Coordinator who identifies and promotes small and minority business opportunities for the University of Texas at Austin. He has assisted in creating HUB offices at the UT System’s 15 campuses and has represented the UT System at various forums throughout the state. Trevino is a former member of the League of the United Latin American Citizens (LULAC) and the St. Vincent De Paul Society. He was a member of the Austin City Council and served as Mayor Pro Tem from 1981-1988 and Acting Mayor from February to May of 1988.
John Cowman, Board Member John Cowman was elected Mayor of Leander in May of 2003, and has been actively involved in the planning of Transit Oriented Development for the City of Leander. He actively promotes transit and quality of life issues by way of his involvement with the citizens in his city as well as throughout the Hays, Travis and Williamson County areas. He is a native Californian who grew up in Florida and Texas and is currently involved in developing communities within the surrounding cities. One of the visions he had for Leander was the multi-modal opportunities that would be presented to the city by rail and regional road systems. This vision has recently been demonstrated by the Capital Metro / Leander partnership which is planning the first Transit Oriented Development project in the region encompassing over 2,300 acres.
Jamie L. Jatzlau, Board Member Jamie Jatzlau is a 2004 graduate of the University of Texas of Law. She graduated from Franklin and Marshall College with a B.A. in government and economics. Her current law firm is Walsh, Anderson, Brown, Schulze and Aldridge. Prior to joining the firm, Jamie was an associate attorney at Cantey Hanger LL. Jamie is a member of the Travis County Women Lawyers' Association, the Austin Bar Association, the Austin Young Lawyers Association and the Young Women's Alliance. She also currently serves as a city council member for the town of Manor, Texas. Jamie practice primarily involves matters of civil defense litigation employment law. Jamie is licensed to practice in the state of Texas and the Northern and Western Districts of Texas.
Fred Gilliam, President/CEO Fred Gilliam, President/CEO of Capital Metropolitan Transportation Authority in Austin, TX, has more than 45 years of experience managing and operating public and private transit systems, and has consistently demonstrated measurable results in ridership increases, cost savings, and more efficient operations.
Since joining Capital Metro, Austin's transit system has improved significantly. The bus system's on-time performance has increased, ridership is up, and fleet reliability and appearance have greatly improved. Accident rates are down and employee morale is up. A greater emphasis has been placed on efforts to seek public input and community involvement, resulting in expanded community outreach programs. Gilliam launched the All Systems Go Long Range Transit Plan to address Austin's rapid population growth, which includes expanded local & express bus services, high-tech rapid bus routes, more park & ride locations, and new rail services. The first part of the plan was put in motion with the approval of the urban commuter rail referendum in 2004. Gilliam has also overseen a number of clean air initiatives, including hybrid buses, the GREENride carpool program using hybrid-fuel vehicles and the conversion of the entire bus fleet to Ultra Low Sulfur Diesel (USLD).
Before joining Capital Metro, Gilliam was executive vice president for Chance Coach, a bus and trolley manufacturer in Wichita, KS. During his tenure at Chance, Gilliam was instrumental in the development of a new futuristic light-weight, state-of-the-art bus. Prior to that, Gilliam served the Metropolitan Transit Authority of Harris County as executive vice president and chief operating officer, where he was responsible for managing the daily activities of Houston's transit agency, with a budget of over $600 million and over 4,000 employees. Under Gilliam's leadership, METRO had record-breaking ridership increases that reversed a three-year decline, an operating division was privatized saving $25 million over five years, and accidents were reduced to the lowest level in the history of the agency. Gilliam began his career in the transit industry as a traffic checker for the Memphis Transit Management Company in 1961. He quickly rose through the ranks, and after eleven years of progressively more responsible positions, he accepted the position of operations manager and was later promoted to executive director of the Metropolitan Tulsa Transit Authority. Gilliam also served as assistant general manager in Denver and as general manager in New Orleans, and returned to Memphis twice to serve as President/General Manager.
Gilliam is widely recognized in the transit industry. He serves in a number of leadership positions with the American Public Transportation Association and currently serves on the Executive Committee as Vice Chair of Bus & Paratransit. Gilliam is also President of the South West Transit Association (SWTA). He serves on or chairs several committees of the Transportation Research Board, is Chairman of the Texas Department of Transportation's Public Transportation Advisory Committee, a member of the Governing Board of the Combined Transportation and Emergency Communications Center (CTECC), a member of the Executive Committee of the Austin-San Antonio Corridor Council, on the Board of Directors for the Texas Transit Association and on the Texas Transportation Institute (TTI) Advisory Council. He has received the Texas Transit Association's award for Outstanding General Manager, Southwest Transit Association's President's award, the Texas Department of Transportation Friend of Texas Transit Award and Capital Area Transportation Coalition's Unsung Hero Award.
