Union Strike Averted; Tentative Agreement Reached

AUSTIN, Texas, January 30, 2005 - Capital Metro's contractor, StarTran, and the union representing Capital Metro's contracted StarTran bargaining employees have announced a tentative agreement in their labor negotiations.

As a result, the union strike planned for Monday, January 30 has been averted.

Capital Metro will operate normal, weekday service on Monday, January 30.

The Capital Metropolitan Transportation Authority provides bus service on flexible, convenient schedules at more than 3,000 bus stops throughout Central Texas, providing riders with an average of 130,000 one-way trips each day. Capital Metro's fixed route bus service includes 66 metro and flyer routes, seven downtown circulator 'Dillo routes, seven express routes and 22 UT shuttle routes. Capital Metro also offers 30 AISD school routes, van and carpooling coordination, shuttles to special events and special transit services for the disabled. Plans are underway to begin Rapid bus service in 2007 and urban commuter rail service in 2008. About StarTran, Inc.
State law prohibits a political subdivision of the state, such as Capital Metro, from entering into a collective bargaining contract with a Union. However, the Federal Transit Act requires recipients of federal transit assistance to protect collective bargaining rights. As a result of this conflict between state and federal laws, Capital Metro contracts with an independent contractor, StarTran, Inc. for the provision of operations' personnel, including bus operators and mechanics. Certain employees of StarTran, Inc. are represented by Amalgamated Transit Union Local 1091.
