New MetroAccess Service for Withdrawn Cities
As a result of legislation approved during the 82nd Session of the Texas Legislature (Senate Bill 650), a new program is being created at Capital Metro to provide limited transportation services to eligible persons with disabilities who reside in cities that withdrew from Capital Metro. Per the legislation, the program has specific eligibility requirements and trip limitations and will terminate on January 1, 2020.
For those eligible, limited transportation services will be provided between a program participant's home and specific destinations permitted under the law. Service may be provided by Capital Metro, a Capital Metro contractor, or another third-party provider. Fares will be the same as those charged for Capital Metro's MetroAccess paratransit service, which is currently $15 for a ten-ride ticket booklet, or $40 for a monthly pass.
In order to participate in this program, eligible individuals must submit an application to Capital Metro before January 1, 2012. Applications will be reviewed as they are received and service is scheduled to begin in early 2012 for individuals certified by this time.
In order to be eligible, an applicant must:
- At the time of the application, reside in the corporate city limits of one of the following cities that withdrew from the Capital Metro taxing district at some point in the past:
- West Lake Hills
- Rollingwood
- Pflugerville
- Cedar Park
- Be able to prove, at the time of application, residence within the corporate city limits of a withdrawn city as those corporate limits existed on the date that the city withdrew from Capital Metro.
- West Lake Hills withdrew from Capital Metro in January 1988
- Rollingwood withdrew May 1988.
- Pflugerville withdrew January 2000.
- Cedar Park withdrew May 2000.
- Be able to prove, at the time of application, continuous residence in the corporate city limits of the same withdrawn city since the city withdrew.
- Meet Capital Metro's current MetroAccess paratransit eligibility criteria.
- Be able to prove, at the time of application, that the applicant has had the same disability since their city's withdrawal from Capital Metro.
- Apply before January 1, 2012.
Capital Metro will work with the cities that withdrew to verify residency requirements. Capital Metro staff will verify the eligibility requirements related to an applicant's disability.
Trips provided under this program will be limited to those permitted under the new law. A program participant may only travel between his or her own home and destinations within the ADA corridor of Capital Metro's service area*, or within a withdrawn city. Destinations are also limited to a
- Program participant's place of work.
- Place where the program participant is seeking employment.
- Doctor's office.
- Pharmacy.
- Grocery store, which must be located within the participant's city of residency or within five miles of a customer's home, and with such trips limited to one trip per week.
- Government building, with such trips limited to two trips per week.
If an applicant is approved but later ceases to reside within the corporate city limits of their respective withdrawn city, per the legislation, the applicant may not continue as a program participant.
