Capital Metro requests proposals for the

Saltillo District Redevelopment Master Plan

Today, Capital Metro issued a request for proposals (RFP) for the Saltillo District Redevelopment Master Plan (SDRMP). The RFP seeks proposals from interested firms or individuals interested in performing planning, design and community outreach services in conjunction with the Saltillo District Redevelopment Master Plan.

At the community’s request, the study area for the corridor has been defined by 4th and 7th street and IH – 35 and Pleasant Valley in recognition of the anticipated impacts of a redevelopment project on the surrounding area.  Only land owned by Capital Metro, approximately 11 acres, would be the subject of the redevelopment plan. The land adjoins the railroad right of way owned by Capital Metro.

During the course of the last six months, Capital Metro has met with members of the East Austin community about the upcoming RFP.  In response to community requests, Capital Metro has created a proposal review team including representatives from the neighborhood planning teams, PODER, the small business community and an at-large member, as well as Capital Metro and City of Austin staff. The following individuals from the community have been invited to serve on the team:

  Holly/El Concilio                         Gavino Fernandez

East Cesar Chavez NPT              Joseph Martinez

  PODER                                     Susana Almanza

  Con Ganas                                Ray Ramirez

  Small Business                          Cathy Vasquez-Revilla

A pre-proposal conference has been scheduled for March 12, 2003 at 1:00pm at Capital Metro Headquarters, 2910 East 5th Street. Proposals are due to Capital Metro by April 25, 2003 at 3:00pm. After the proposal due date, the proposal review team will review and evaluate the proposals and make a recommendation to the Capital Metro Board of Directors. The Capital Metro Board of Directors is expected to award the contract by early summer.

The consultant will be responsible for the following tasks:

-Development of an extensive public involvement plan including advisory committees, a website and public meetings,

-Site Analysis including physical characteristics of the areas,

-Development of three redevelopment alternatives for the Capital Metro property

-Based on input, development of a preferred plan alternative

-Preparation of economic feasibility/marketing analysis

The RFP will be available today after 3:00pm on Capital Metro’s website at www.capmetro.org or by calling Capital Metro’s procurement department at (512) 389-7460.
