How are we tracking against our operating budget? CapMetro is required to balance its budget each year, and we use a zero-based budgeting concept that requires all expenditures be justified each new budget period. The operating budget projects both operating expenses and revenues. Operating expenses include labor and benefits, professional services, materials and supplies, fuel, utilities, purchased transportation, inter-local agreements and general & administrative expenses. Revenues include sales taxes, passenger fares, freight railroad revenue, miscellaneous revenue, and operating and capital contributions and grants. CapMetro budgets for each of these on an annual basis, and then compares actual revenues and expenditures each month to the targets to ensure that we stay on track.
